Namibia has introduced a national framework for managing cyber incidents, as authorities move to tighten digital security across government, business and critical infrastructure.
The National Cybersecurity Incident Management Guidelines 2026 were launched on Wednesdayin Ondangwa by the Namibia Cyber Security Incident Response Team (NAM-CSIRT), housed within the Communications Regulatory Authority of Namibia.
The guidelines set out a standardised approach to detecting, reporting, analysing and responding to cyber incidents, bringing Namibia in line with global frameworks such as ISO/IEC 27001 and the National Institute of Standards and Technology cybersecurity standards.
Acting CRAN Chief Executive Officer Elton Witbooi said the framework is aimed at addressing increasing cyber risks as digital adoption accelerates.
“Our cybersecurity landscape demands a proactive and coordinated approach. These guidelines are a vital step towards safeguarding our critical infrastructure and fostering trust in Namibia’s digital ecosystem,” he said.
He said the guidelines prioritise risk-based approaches, workforce readiness and awareness to improve national response capabilities.
“Cybersecurity is not just a technical challenge but a strategic imperative for national security and economic stability,” Witbooi said.
Information and Communication Technology Minister Emma Theofelus said the framework forms part of broader efforts to secure Namibia’s digital economy.
“These guidelines exemplify our dedication to creating a safe digital space for all Namibians. It is crucial that all sectors align their efforts and adhere to these standards to protect our citizens and vital services,” she said.
The move comes as Namibia’s reliance on digital platforms expands across sectors including finance, telecommunications and public services, increasing exposure to cyber threats.
NAM-CSIRT said the guidelines will be continuously updated to respond to evolving risks, as the country builds a more coordinated and resilient cybersecurity ecosystem.
